New Mexico has a complex gaming past. When the IGRA was passed by the House in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics assured that wouldn’t be the case.
The New Mexico governor Bruce King appointed a panel in Nineteen Ninety to discuss an accord with New Mexico Native tribes. When the panel arrived at an agreement with two big local bands a year later, the Governor refused to sign the agreement. He held up a deal until 1994.
When a new governor took office in 1995, it seemed that Amerindian gambling in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the Amerindian bands, anti-gambling forces were able to hold the contract up in courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing a deal, thereby denying the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full compact between the State of New Mexico and its American Indian bands. Ten years had been squandered for gaming in New Mexico, including Indian casino Bingo.
The nonprofit Bingo industry has gotten bigger from Nineteen Ninety-Nine. In that year, New Mexico non-profit game providers brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded one million dollars in 2001. Nonprofit Bingo earnings have increased steadily since then. 2005 witnessed the biggest year, with $1,233,289 earned by the providers.
Bingo is clearly beloved in New Mexico. All sorts of operators try for a bit of the action. With hope, the politicians are done batting over gaming as an important matter like they did back in the 90’s. That is without doubt hopeful thinking.
