New Mexico has a complex gambling background. When the Indian Gaming Regulatory Act was passed by the House in 1989, it seemed like New Mexico might be one of the states to get on the Indian casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King appointed a panel in 1990 to draft a compact with New Mexico Native bands. When the task force came to an accord with two important local bands a year later, Governor King declined to sign the bargain. He held up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it seemed that Indian gaming in New Mexico was a certainty. But when Governor Gary Johnson passed the accord with the Native tribes, anti-gambling groups were able to tie the contract up in the courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the deal, thereby costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico house, to get the ball rolling on a full compact between the Government of New Mexico and its Indian tribes. A decade had been lost for gaming in New Mexico, which includes Amerindian casino Bingo.

The non-profit Bingo industry has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico non-profit game owners acquired only $3,048 in revenues. That climbed to $725,150 in 2000, and passed one million dollars in 2001. Not for profit Bingo revenues have grown constantly since that time. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the owners.

Bingo is clearly favored in New Mexico. All kinds of providers try for a slice of the action. Hopefully, the politicians are through batting around gaming as a key issue like they did back in the 90’s. That is without doubt wishful thinking.
