New Mexico has a complex gaming history. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the Amerindian casino bandwagon. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King appointed a task force in Nineteen Ninety to negotiate an accord with New Mexico Native bands. When the task force arrived at an agreement with 2 big local tribes a year later, the Governor declined to sign the bargain. He would hold up a deal until 1994.
When a new governor took over in Nineteen Ninety Five, it appeared that Native wagering in New Mexico was now a certainty. But when Governor Gary Johnson passed the accord with the Amerindian bands, anti-wagering forces were able to hold the accord up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, therefore denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It required the CNA, passed by the New Mexico house, to get the process moving on a full accord amongst the Government of New Mexico and its Indian bands. A decade had been lost for gambling in New Mexico, which includes Native casino Bingo.
The non-profit Bingo business has grown from Nineteen Ninety-Nine. In that year, New Mexico charity game operators acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Not for profit Bingo revenues have grown constantly since that time. 2005 witnessed the largest year, with $1,233,289 earned by the owners.
Bingo is apparently favored in New Mexico. All sorts of operators look for a bit of the action. Hopefully, the politicians are done batting over gaming as an important factor like they did back in the 1990’s. That’s without doubt hopeful thinking.
