New Mexico has a bitter gaming background. When the IGRA was signed by the House in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to cash in on the American Indian casino craze. Politics assured that wouldn’t be the situation.

The New Mexico governor Bruce King appointed a task force in 1990 to negotiate a contract with New Mexico Native tribes. When the task force came to an agreement with two big local bands a year later, the Governor declined to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it seemed that Indian wagering in New Mexico was a certainty. But when the new Governor passed the contract with the Native tribes, anti-gaming forces were able to hold the accord up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the deal, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico government, to get the ball rolling on a full compact amongst the Government of New Mexico and its Indian tribes. A decade had been burned for gambling in New Mexico, which includes American Indian casino Bingo.

The not for profit Bingo industry has grown from Nineteen Ninety-Nine. That year, New Mexico charity game operators brought in just $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Non-profit Bingo earnings have grown steadily since then. 2005 witnessed the largest year, with $1,233,289 earned by the operators.

Bingo is apparently beloved in New Mexico. All types of owners try for a slice of the pie. With hope, the politicos are through batting over gambling as a key factor like they did in the 1990’s. That’s probably hopeful thinking.
